Yes, it's been reported many times in these forums.

From Bill Sanderson:

In general, the fix is to delete MSASCui.exe.manifest, if found.

Be sure to delete just the manifest file--not the actual executable itself.

Here are the steps as Steve Dodson posted them:
-------------------
start -> run -> c:
Press Enter
Browse to c:\ program files
then Windows Defender
Left Click on MSASCui.exe.manifest and press the delete key on your
keyboard
Select yes to delete the file.

I was unable to find the MSASCui.exe.manifest file. I did a search for it and
it came up no file to be found. Any other suggestions?

Hi Jewels,

Do you follow the steps by Steve Dodson, o you try to find the file using
the search program?

What is telling you about this problem? Is this a Norton product giving you
this message? If so, the problem is with the Norton product, and not with
Windows Defender, which is working fine, I suspect.

Yes Norton is the program that is giving me this error message. Thank you for
clearing that up for me, usually Norton's works good for me don't know what
went wrong there. Thanks again :)

I'm not clear precisely what the issue is here, but you can safely ignore
this message from Norton--it's wrong about what is happening. Presumably
such things will get ironed out by the time Windows Defender gets out of
beta status.

This is exactly what Norton's message is on the msvcp80.dll error:it's in the
programs integrity scan- then it says that it is missing program files, so I
open that up and it tell's me that - C\Programs Files\Windows
Defender\"MSASCui.exe" cannot access a necessary file, "msvcp80.dll. That is
the whole message and I cannot get it to correct it on Norton's at all. I
should tell you this is done when you do the one button check up. I also
mentioned that I could not fine the msvcp80.dll file either. I guess I am all
confussed again now or am I still ok lol. Let me know if there is anything
else you might need to know or I might need to do. Thanks for all your help
ev 1. ;)

You are OK. Windows Defender does not need the file. Why it is that Norton
thinks it does, I have no clear idea.

Thanks a lot for being so in depth about getting down to the problem of my
error and letting me know that I don't need that file. Now I'm real curious
as to why Norton's is bringing up this message, guess I'll have to go to
another place for that answer. I thank you for all you support in my matter :)

The MSVCR80.DLL file Is not in the folder that the program expects to find
it. Do a search for MSVCR80.DLL file and when you find it, copy it and then
paste it in the System 32 folder with the other dll files and it should take
care of the problem. This should help with any other programs that are
looking for it.

Oop's I mis-read the file you were having a problem with, but it may be the
same type of problem and use the same fix.
