I first posted this question back on 10/21 but never received any response.
So here goes again:

Several days ago I attempted to uninstall an application. In the process,
which didn't work, I received the following error mesasges:
Error - 1607: Unable to install InstallShield Scripting Runtime.
Error - 1719: The Windows Installer service could not be accessed.

I then noticed several error/warnings in the Application and System logs
recorded at the same time.

App Log: Event ID - 1015, Source - MsiInstaller error: 0x8008005
Sys Log: Event ID - 10010, Source - DCOM - w/a GUID of
{000C101C-0000-0000-C000-000000000046} which corresponds to the MSI Install
server.

After researching these I tried re-registering the Windows Installer and
reinstalling the Windows Installer per KB315346. Neither action worked. I
tried to
actions of KB555175, that didn't work either.

This happens to be one of my DCs and holds the GC. Any suggestions/help
would be greatly appreciated.

I ran into something similar to this when I used a logon account to install MS Office and a different logon account
when trying to uninstall it.

The fix for that? I wiped the drive and started over.

Software installation and uninstallation are/were performed using the admin
account. I don't think that wiping and starting over is a viable alternative
in this case. The machine in question is one of my domain controllers, holds
the global catalog, runs DHCP and also functions as one of my main file
servers.

Thanks for the response though. Hopefully I can find some other alternative.

Hopefully you can. I just mentioned what I did to run into this issue. And my fix for it. Believe me I tried to save
it but alas that was not to be.

If you get the solution to this please post back here telling us so and what you did. Thanks.

Hi,
I had a really similar problem to this when installing my new HP printer.... I simply found that the registry key was missing and used regedit to create it.
