Windows Installer Service Problem

I have got a problem when starting the windows installer service


The error message when starting Windows Installer Service :
Error 1067: The process terminated unexpectedly.

When I try to install some prorgams that are using windows installer, the
error message is:
1607: Cannot Install InstallShield Scripting Runtime.

In event log, the errors are:

The Windows Installer service terminated unexpectedly. It has done this 1
time(s).

Failed to connect to server. Error: 0x80080005
Product: MemoryEditorN830 -- Error 1719.The Windows Installer Service could
not be accessed. This can occur if you are running Windows in safe mode, or
if the Windows Installer is not correctly installed. Contact your support
personnel for assistance.

The server {000C101C-0000-0000-C000-000000000046} did not register with DCOM
within the required timeout.



I have checked the registry, COM permission, those all are ok.
And I have tried to rereg the "msiexec", it is no help.

Other than reinstall the windows, is there any idea to solve this kind of
problem?

The problem is still here:

Windows Installer Hotfix KB893803v2 was installed.
The Windows Installer service terminated unexpectedly. It has done this 3
time(s).

But the DCOM error disappeared.
