When accessing mscfg.exe and when using ctrl-alt-delete
the window opens and closes immediately without allowing
me to select programs to stop or to do any other
functions. Anyone know why?

This symptom is caused by Viruses. It is advisable to run a full system scan. Be sure you update the anti-virus software definitions.

[ The following viruses terminate any of the following processes: REGEDIT.EXE and TASKMGR.EXE]

Update your anti-virus software and run a full system scan.
