.mpg editor?

Is there a good .mpg editor out there? I'm looking for something to let me
work with frames, change brightness, etc. I have Windows Movie Maker, but
it doesn't have the functionality I need.

About the only thing I've seen is TMPEnc:

But the ability to generate MPEG-2 files is time limited. You can,
however, disable the nag screen that tells you when you're past that
limit, and you can still output in MPEG-1
