Check the settings in the Control Panel > Mouse > Pointer Options.
Also check in TWEAKUI.EXE > Mouse where you can steer the sensivity of
the cursor. TweakUI is available from http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp.
If this does not help, reinstall the mouse driver or get a new device.
