Monitoring error reintroduced

I allowed the latest update and it appears to have been
successful. However, as usual, it turned *on* monitoring for my
USB hard disc. Why can't Microsoft leave my settings alone,
especially after being told about this ad nauseam?

It would depend on whether or not your question was retorical. If it's just a
platform for complaint, no reason is going to be enough, but if you want to
know the motive, it's the most Secure setting for default. These updates go
out to millions of uninformed users, expecting the system to 'take care of
it'. You are just in the informed minority. You understand the risk, and
choose to take it.
