Almost certainly a driver issue.
Make sure you've got the right drivers, remove any software relating to your
video card and re-install.

Have you loaded the drivers for your monitor?

What driver did you load? Almost certainly, you do not have the
correct driver installed for either your video card or monitor.

What happens when you install the most recent WinXP-specific video
drivers, as provided by your video adapter's (*not* the monitor)
manufacturer's web site?

i have already tried formating the hardrive and doing a clean install of the
os. i have tried multiple drivers for both the video card and the monitor.
at one point i got a driver that gave me the option to select a higher
resolution but it would not apply or save the changes. should i try to slave
the drive and reformat it from another machine? this problem is actually
happening on 2 compaq computers. the xp disk that i am using worked fine on
a dell i cleaned up a month ago. but these two have me stuck on some late
80's looking graphics!!!!! aahahahahaha

should i flash the bois?
i tried sticking the monitors on another computer and it worked fine. but
for some reason these two register the monitors as non-plug and play.

That's because the monitor's drivers aren't loaded.
