Modifying file copy speed

I remember I had that working on my old XP machine but forgot how to
enable this feature. I need to lower the speed so it doesn't affect
the performance of my PC while I'm copying huge files. Any ideas?

You could put the copy command into a batch file, then use the Start command
with the /BelowNormal switch to launch the batch file.
