XP SP3 slow d/l speed

Hi,

I'm sure this has been asked already, but.....

I recently built this XP SP3 machine. It's a dual-core AMD @ 2.6 ghz w/2
gigs of RAM.

For a while, I had been noticing that my internet speeds had been slow.
Initially I thought it was the ISP, and my older cable modem, since they
told me they were doing a lot of system upgrades and my modem is fairly
old and not even on their supported list.

Internal network, copying large files from another PC, shows ~80 mbps
thruput....what I'd expect on a 100 mbps NIC, so I'm not looking at the
NIC/drivers.

However, d/l'g anything from the internet is half the speed of what it is
on every other PC in this house.

Using RoadRunners internal speed test, this PC gets about 1800 kbps,
while three other machines get double, 3600 kbps. That's a huge
difference.

Since this is the only machine w/XP SP3, I'm thinking it is something in
SP3.

Is this a known issue ? ...... Workaround ? Fix ? Go back to SP2 ?

Is the NIC driver fully up to date and you have all the Windows Update
patches downloaded and installed?

I know that the QoS Packet Scheduler (installed / active by default)
can cause slowdowns. QoS requires some type of "service" "server" in
order for the "traffic shaping" to work. Not sure if your ISP offers
this .
