MMC Application error window pop-out when login

one of the user encountered error when login,

MMC.exe - Application error
The application failed to initialize properly (0xc0000142).
Click on OK to terminate the application.

After she clicked OK button, the same window pop-out again. Also she unable
to login into window.

i tried to boot up to windows, but encountered blue screen error.

May i know any solution to fix it?

BSOD? Something is going wrong with hardware. Could we know what exactly
BSOD indicates?
