To start Explorer.exe and bring up the Desktop icons and Taskbar without
having to restart the computer; on the Taskmanager\Applications tab\click
New Task..." and type "Explorer.exe" (no quotes) and hit Enter. Another
temporary fix is to rename the Explorer.exe file in C:\WINDOWS\Explorer.exe,
to Explorer1.exe, then in the Registry; (Start\Run\type; "regedit" no quotes
and hit Enter), browse to the Winlogon key;
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\Shell (REG_SZ) and rename the data, from
Explorer.exe to Explorer1.exe...

These are just temporaty solutions so you can work the computer while you
can fix the actual cause which according to available information, is a
Vundo virus infection. To delete that virus, you need to scan your computer
with Malwarebytes Anti-Malware http://www.malwarebytes.org/

And just in case MBAM doesn't help, Vundofix should.
