Missing XP theme in theme dropdown

Was upgraded to Office 2003 but has plain gray borders; I had it at last firm
and overall look was blue which I believe was the XP theme. Under Display
Properties > Color scheme, Windows XP is not a choice. I'm thinking I'm
missing the XP Theme (Themes as a service is running) but can't seem to find
the download on www.microsoft.com

Any help would be appreciated.

Force Classic Start Menu
Set to: Not Configured

User Configuration\Administrative Templates\Control Panel\Desktop Themes\
Load a specific visual style file or force Windows Classic
Set to: Not Configured
