Missing Menu Buttons

The "File" button is missing from windows explorer and
the internet explorer menu bar.

I have no File button in Win98 but try this tip for a missing File
menu:

Open Regedit and go here:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\
Remove "NoFileMenu" or change the value from 1 to 0
