Missing EULA

I have a MS Windows XP pro OEM disk. I had problems with
the system (perhaps virus) and formatted the hard drive
(fat 32) and ran f:\I386\winnt.exe to do the reinstall of
XP pro.
It goes through the setup process and installs files and
drivers then reboots. As it is restarting, I get an
error message "can not find the EULA, setup aborting".
What is missing or what am I doing wrong? This is a
registered version of XP pro.
I installed my Windows 98, then upgraded to XP pro, but
it will not give me the option to "upgrade", all it will
do is the "new" installation. Then I end up with a dual
startup of either 98 or XP pro.
The OEM disk appears to be an upgrade disk, or so it
seems, it will not load Windows XP from dos. It says it
can not continue setup in dos.

An "OEM version" of Windows XP is not capable of upgrading
over an existing Windows installation. You must perform a
"clean install" as follows:

The Windows XP CD is bootable and contains all the tools necessary
to partition and format your drive. Follow this procedure and allow
Windows XP to partition and format your drive:

1. Open your BIOS and set your CD Drive as the first bootable device.

2. Insert your Windows XP CD in the CD Drive and reboot your computer.
3. You'll see a message to boot to the CD....follow the instructions.
4. The setup menu will appear and you should elect to delete the existing
Windows partitions, then create a new partition, then format the primary
partition (preferably NTFS) and proceed to install Windows XP.

5. Clean Install Windows XP

6. After installing Windows XP, be sure and visit the support website
of the manufacturer of the computer to download and install any
available Windows XP compatible drivers, such as video adapter
and audio drivers.

7. It would be best to physically disconnect all your peripheral hardware
devices, except for you mouse and keyboard, before installing XP.
After XP is installed, visit the support website of the manufacturer
of each hardware device to obtain the latest drivers or software
designed to work with Windows XP.
