Missing Desktop Tab/Toolbar Problems

I have just returned from overseas to find that the
Desktop Tab in the Display Properties window is gone. I
cannot access the Toolbars section from the Task Bar
context menu, either (the Toolbar selections are grayed
out). There were other problems, but I was able to
rectify them using the Group Policy Editer. These two
have me stumped. Any help would be greatly appreciated.

Navigate to...

HKEY_CURRENT_USER\Software\Microsoft
\Windows\Current Version\Policies\System

Delete the item NoDispBackgroundPage
