Windows toolbar has disappered

My husband has a Desktop Vaio running Windows XP Media Center SP2.
For month now every window that he opens on Windows (exmple: My computer, My
music, Program Files, etc) they lack the Toolbar. The top blue border shows
what window he has opened, but the toolbar with "File, Edit, View, Tools
HelP" and the other one with the "Back, Forth, Up one level, Seach, Folder
and Views" are gone.
How do we restore it? He can only navigate if he opens Windows explorer,
the he can see the toolbars there. Otherwise, clicking on files or links
from the start menu will not show the toolbars.

I loooooooove this place!!!! It's the second time I use it and got a response
very quickly. As I alway say, I love smart people, or at least, people who
know what they are doing! :)
