For some reason evertime I want to view a jpg file the photo editor doesn't
bring up the picture to view it. How can I get photo editor to bring the
picture for viewing? Or is there something else I can use

There are all sorts of free viewers around. Have you checked the properties of
your image to see the associated viewer? Right-click any .jpg file, properties,
opens with... change

www.irfanview.com is free, get the plug-ins too.
If you have Windows XP the Windows Picture and Fax viewer is already on your
computer.
