Microsoft Outlook 2003 rules and alerts

Can an e-mail message that I receive be automatically forwarded to someone
else using rules and alerts. I have shared the certificate on their
computer, but I can't get the e-mail to forward.

Yep, you can. If you are using a POP3 account you must keep Outlook running.
If you are using Exchange and forwarding it to an address outside your
Exchange corporation your admin must have automatic forwarding to external
addresses enabled on the Exchange server. See;
