Outlook forwarding that works wehn you are not there?

I am trying to set up my inbox to automatically forward e-mails to another
e-mail account on our server. I have tried using the 'rules' but it only
works when I 'Run Rules Now' manually and does not continue to forward
e-mails as they come in.

So I want to:
1) Forward e-mails automatically and continuosly (without having to 'Run
Rules Now' everytime an e-mail comes in)
2) Forward when my pc is off or outlook is not open

Is this possible?

Then you'll have to correctly define your rule. If it doesn't work, then
clearly your rule is incorrect.
2) Forward when my pc is off or outlook is not open

Not possible unless you're using Exchange and even then, if the contact to
which you're forwarding is in a Contacts folder in a local PST, Outlook will
need to be running for this to work.
