I apparently need the fix described at:
Microsoft Knowledge Base Article - 824301

Since installing Windows 2000 SP4 I can't do a connection
as described here.

I can't see where to get this fix, where can I go to
download it?

As stated in the article, you need to contact Microsoft Product Support.
Ther is no public download for this hotfix.

Hotfix Information

A supported fix is now available from Microsoft, but it is only intended to
correct the problem described in this article. Only apply it to systems that
are experiencing this specific problem. This fix may receive additional
testing. Therefore, if you are not severely affected by this problem,
Microsoft recommends that you wait for the next Windows 2000 service pack
that contains this fix.
