Microsoft IME 2003 Install problems... input methods install wrong

I'm trying to get Microsoft IME 2003 fully functional on windows XP in a
bilingual environment (English and Japanese). I have XP-pro, Office Pro 2003,
MUI for XP, and MUI for Office 2003 available to me.

On a previous corporate image that my company used to install to our PCs,
IME 2003 was functioning perfectly. All input methods are able to be chosen.
MS-IME2002, Microsoft IME Standard 2003, Natural Input 2002, and Natural
Input 2003. However, in the new image that I amtrying to tweak and ready for
our next batch of new computers is screwy... and starting over from scratch
is not really an option.

THE ISSUE IN SHORT:
When installing input methods for Japanese, the majority of them end up
installing under "Advanced Text Services" in "Text Services and Input
Languages" instead of under the keyboard heading like they should. This
renders the vast majority of them unusable as you can't swtich input methods
to anything under the Advanced Text Services heading.

I have completely uninstalled support for East Asian Languages and
completely uninstalled Office 2003 and the MUI for Office and Windows XP...
but to no avail.
