Microphone won't work? "Windows can not execute Sndvol32.exe"

I can not get my microphe working. (drivers??)
When I go into my control panel/sounds and audio devices/when I click on
audio or voice I get an error msg "window can not execute Sndvol32.exe" ????
what does that mean??

Is my old sound card maiby not compatible with windows XP?

I have a cam but the mic won't work?

I have some sound but it is coming out of my speakers very loud but the
person on the other end can bareley hear it.
When I am in Advance volume comtrol I don't have access to the tone
controls??
Under System/ Device manager/PCI simple comunication controler has ???? (not
driver?? I don't know where to start??? Is my sound card to old??
