We have a small business network using Windows XP. Can we
stop the usage of any Messenger programs without actually
uninstalling them ? Are there any settings any where that
can be changed to solve this problem ? Would prefer a
discreet method !

Are you referring to that messenger service that sends spam to everybody
that comes enabled by default? Or messenger programs like msn and aim? For
the messenger service, go to Admin Settings - Services and shutdown the
messenger service. For the IM (Instant Message) programs, look for a program
that can block ports. I'm glad I don't work for you, I wouldn't get anything
done. It takes longer to chat with people via email and I would have to wait
about 5-10 minutes until my buddy replied. Maybe you should just tell your
employees to not chat too much otherwise you will block it. If you notice
productivity goes down, block it for a few days, they'll get the message.
