Dell VOSTRO 1510, XPproSP3, SeaMonkey Browser..
When trying to go online I get the following error, an cannot go online:

Caution
You are attempting to open a file of type 'Application Extension'(dll)
These files are used by the operating system and by various programs.
Editing or modifying them could damage your system.
If you still want to open the file, click Open, otherwise click Cancel.

I realize there is a corruption someplace, but I never use Messenger.
I cannot find it in the control panel, or any way to uninstall it.
A Messenger folder is in the Program Files..

How can I uninstall Windows Messenger????

START | CONTROL PANEL | ADD/REMOVE PROGRAMS

Choose WINDOWS LIVE ESSENTIALS, tick MESSENGER & click NEXT

----------------------

You don't need to uninstall but allow dangerous files past the nagging

TOOLS menu | OPTIONS | FILE TRANSFER tab | untick AUTOMATICALLY REJECT FILE
TRANSFERS FOR KNOWN UBNSAFE FILE TYPES | click APPLY | OK

OPPS,

I wasn't reading the OP's question correctly. I thought MSN Messenger -
sorry.

In XP Pro you have the policies to stop it on startup but not much else

USER CONFIGURATION | ADMINISTRATIVE TEMPLATES | WINDOWS COMPONENETS |
WINDOWS MESSENGER

If you're not running Pro version then manually add the items to the
registry. See this article: http://support.microsoft.com/kb/302089

You can add the exe name to the disallow run section of the registry too:

http://support.microsoft.com/kb/323525

For 2000 but essentially the same

Thanks; that was the information I was looking for, but before using
it, I reinstalled a week old backup SeaMonkey Profile, which corrected
the problem..

That info is exactly what Me & the other user posted.

With Kelly's registry tweaks you also import a lot of unnessary registry
junk too as she hasn't cleaned up the keys after exporting them

Be also aware that some registry keys are different in SP 2 than in SP 3.
Therefore you could be doing more harm than good but importing this clutter
