I uninstalled Windows Messenger under a admin acount using add/remove
programs, windows components, and unchecked windows messenger. When another
user logs on i still see the windows messenger icon in the system try by the
time as well as under tols in IE. Why is this.

Because you really did not uninstall Windows Messenger. All you did was
remove access to it from the Start Menu.

More Info:

In Add/Remove Windows Components, select the item which does not show as 0
KB.

To know more, you may read the lines in these two INF files
msmsgs.inf (Contains the routines to uninstall / reinstall Messenger)
WMAccess.inf (Contains the routines to hide / show Messenger)

From your post, my understanding on this issue is: You want to completely
uninstall Windows Messenger. If I misunderstand your concern, please let me
know.

Thanks for Ramesh and Carey's helpful information. Additionally, I would
like to provide you with more information for your reference:

1. Click Start->Run, type the following command and press OK.

RunDll32 advpack.dll,LaunchINFSection %windir%\INF\msmsgs.inf,BLC.Remove

IMPORTANT NOTE: The command is explicitly case-sensitive, you can directly
copy it to run box and execute it.

2. Click Yes, click OK.

3. Windows Messenger is completely removed from your system.

In case you want to download Windows Messenger later, you can go to the
following website and install:
http://messenger.msn.com
