Message format options not enabled

Greetings:

When I select Tools->Options and click on the Mail Format tab,
the "Compose in this message format" box and the Use Microsoft
Office Word 2003 to edit email messages checkbox and Use
Microsoft Office Word 2003 to read Rich Text email messages
are all disabled.

I have no ideas why they are disabled. Can anybody tell me
what I can do to enable these selections?

They would be disabled if (a) you don't have Word 2003 installed or (b) the network administrator mandates a particular mail format/editor combination.
