Problem saving message to draft folder

I'm using Outlook 2003 SP3. When starting an email message, if I was to save
it to finish it later, I'm unable to save to the drafts folder. Instead, when
I click on save I get the Save As dialog box for me to save the file. I would
expect that clicking save will result in the message being saved to the
drafts folder for me to continue and send later.

On the Tool, Options, Mail Format menu, I have selected the option to Use
Office Word to edit messages, and deselected the option to Use Office Word to
read Rich Text messages.

Any suggestion on how to get the message to save to my drafts folder?
 
What type of email account? does this also happen if you press ctrl+s?

It's an email account on the exchange server.

Yes, same thing occurs with Ctrl+S.
