Message Error

Could any one help please.
whenever i open my laptop I have the message bellow:
System error& H800700C1 (-2147024703)
I am enable to install some softwares because of that can
anyone Explain to me what is happening help please

This is probably an error related to Visual Basic and the Visual Data
Manager. It is not coming from Windows. Does this only happen when you open
a certain app?
