mci command handling window

On an XPPro box, after using Outlook (2k2) and ie6, when I try to
shut down I sometimes get a message telling me 'mci command handling
window is not responding' and I have to click 'end task' before
windows will shut down.

Does anyone know what 'mci command handling window' is?
