"Managed By" tab on printer object

Can someone tell me what this tab is used for? Is it just for informational
purposes or does it actually affect functionality?

Managed by kinda means who has full control. If you have manage permission
you can manage print jobs which mean you can even delete print jobs in the Q
or set priority of print jobs.
