Major Delay In Opening Windows Explorer

Whenever I open Windows Explorer for the first time on a new boot up,
it takes about 30-40 seconds to open. Once it's opened once though
subsequent openings are normal. But, once I reboot, the long delay in
opening occurs again. Anyone know what might be causing this?
