Mail sent to Junk Email

We are using Exchange Server 2003 and Outlook 2003. We use a form email for
file requests. The sender's name is put in quotes in the FROM field, since
the program sending the automatic email cannot access our global address
list. This email is always sent to the Junk Email folder. When I try to add
the sender to the Safe Senders list, I get the error message that the sender
is not a valid email address. Is there any way I can make Outlook stop
moving these messages to the Junk Email folder? I tried creating a rule, but
apparently rules don't run on the Junk Email folder. Thanks.

rules can be 'run now' on junk email, but junk email runs before rules. Is
both the sender and recipient address invalid? Can the program be configured
to use a valid email address in the from field?

The recipient email address is valid, and according to the programmer who
designed this, the program cannot use a valid email address.

I suppose the recipient address gets too much spam to white list it?

The recipient address is an address list, called File Room. Would I be able
to white list an address list?
