logo test not passed

why does 'The software you are installing has not passed Windows Logo testing t
verify it's compatibility with Windows XP' pop up everytime i try to download Direct X 9.0b on to my computer? i dont understand how a windows component wont pass the logo test?

Why do you persist with your idiotic answers? Re-installing is not required to fix most problems that are posted here. Nor is taking the computer to a shop. Instead of investing your time making yourself look like an idiot, why not use the time to actually help someone?
