Hello,

A network not using DHCP, but DNS with AD and WINS
If a user at a machine changes their IP address manually,
is this reflected anywhere? It doesn't seem this on the
Event Viewer in the local system. Also, where would the
previous IP adresses be recorded?

WINS and DNS will show you the IP address of the computer. The event logs
don't show IP address changes. You might be able to get this via auditing,
but I'm not sure.
Couple of questions, as I'm not sure what your setup or your goal is - why
not use DHCP, and if you're concerned that people will change IP addresses,
why not take away their local admin rights? In most environments, users
shouldn't have local admin rights on computers....

Totally agree with you.
WINS & no DHCP, pretty archaic, however, it is someone's
else old network. A person asked me to post the question
for them.
Thanks!

Carlos
