LoadLibrary("Msjava.dll) failed

I am currently having a problem of opening links in new
windows. Once the window opens it lags in trying to
display the page. It never finishes and eventually
freezes. I tried this fix
(http://support.microsoft.com/default.aspx?scid=kb;EN-
US;281679) and got this error when trying the Msjava.dll
file.

Can anyone help?

ERROR: LoadLibrary("Msjava.dll) failed - The specified
module could not be found.
