Limited user accounts

My son and daughter have Limited User Accounts on the family laptop and are
not able to copy files to CD. Also, when they insert a CD with files on into
the drive, explorer cannot "see" the files. I have no such problems as
Administrator.
Is there a configuration issue here?

Are they part of the Admin Group? Try going to Control
Panel>Administrative Tools>Local Security>Local Policies>User
Rights Management.
