If you don't have Outlook installed, your options are pretty limited because Outlook is the application that normally manages PST files.
If your goal is simply to remove the password and access the PST file, you can use a dedicated tool like Advik PST Password Remover. I used it once to unlock an old archive PST after I had forgotten the password. It removed the password without requiring Outlook, and I was able to open the file afterward without any issues.
If the PST file is important, it's always a good idea to make a backup before removing the password, just to be on the safe side.
