User Account Limitations

I am setting up limited user accounts for the family. What I need to
understand is can i set the programs these limited accounts can access and if
so how. Also is it possible to block these accounts from receiving emails
unless an administrator has first screened them for viruses?

Any help given would be greatly appreciated

1.) Yes (assuming Windows XP Professional) through group policy.
2.) Doubtful but you'll need to ask the developer of the email software you
use.

Any half decent virus scanner should scan emails as they arrive, without
manual intervention.

B) Any AV worth its salt will automatically scan any incoming email or
attempt to save or open an attachment.
