Limited Downloads

I recently had to do a re-install of Windows XP. Afterwards, I am limited
to only two downloads at a time. I seem to recall a registry fix that allowed
more than two connections at a time but cannot find it referenced anywhere.
Can anyone help? I hate to have my cable bandwith wasted this way. Thanks.
