legalnoticetext using remote desktop connection problem

Hi, i just implemented a "legalnoticetext" for my
companies pcs. This works great...However, i use remote
desktop to connect from home and found that after a
system reboots, the legalnoticetext option is preventing
further remote desktop connections until someone who is
physically at the office answers the prompt... Is there a
way to get Remote desktop to load and be useable despite
this new user requirement to accept this notice? thanks

How exactly is this custom "legalnoticetext" program implemented? It sounds
like it's preventing the start of the "Terminal Services" service (which
Remote Desktop relies upon) from starting until it (the "legalnoticetext"
program) is dismissed.
