Remote Desktop connection issues

I am trying to use Remote Desktop to connect to other PCs (all running XP Pro
version) on my LAN, instead of using VNC. When I try to connect to any of
them, I get the message "The computer can't connect to the remote computer.
Try connecting again. If the problem continues, contact the owner of the
remote computer or your network administrator."

All of these computers are on the same subnet, all have Windows Firewall
turned off, and all have the Remote Desktop "Allow users to connect remotely
to this computer" checkbox checked and the user initiating the connection has
been added to the 'Select Remote Users' list. Is there another Windows
component that I need to install to make RDP work? Any ideas what could be
making this fail?

Yes, I can ping them fine.

Can you ping the PCs from the client your trying to use?

Are you using the correct local LAN IP when calling the PCs?

Are the PCs listening on TCP Port 3389?

The "Terminal Services" service wasn't turned on the user's computer; it's
required to use RDP. I was able to remote into it using RDP once I turned it
on. Thanks!
