LaserJet P2015dn smudging output

We've recently purchased a LaserJet P2015dn, which replaces the 1300
series.
The printer uses Q7553A toner carts.

Printing on standard 80gsm paper is fine. However, anything thicker
(such as our letter head paper) causes the output to 'smudge' with
dots on the page and toner moving if you rub it.

It seems strange that our letter head paper works fine on other HP
printers (even an old 5mp) and is used extensively throughout our
organisation.

Anybody else had problems?

Inappropiate ink, or a slightly below spec fuser?

Was it a 'refill' cartridge?
