Language Settings Problem

I have a user who installed a program (not sure what program) to read mail in
a foreign language.
They have returned to the US, we have re-imaged the laptop...but Outlook is
still appearing in the foreign language...as is OWA.

Has anyone heard of this? I am assuming that something has happened to the
AD account somehow, but I don't know where to look.
