Junk Mail Exception list fails

I have Outlook 2000 and have the Junk Mail filter
activated. I have many email addresses in the exception
list. Some in the format (e-mail address removed)
and others as *.domain.com Nonetheless, email addresses
specially referenced in the exception list in either
format continue to get bounced. I have the exception list
as the very first rule that gets executed. What should I
do to make this work properly?

line checked (in the what do you want to do pick list).

Thanks for the idea. Unfortunately, the Exception list is
hard-coded by MS and I can't do anything to it but add
names. It doesn't give access to the Modify function and
thus you can't include "Stop executing further rules". Do
you have any other ideas?
