Outlook 2003 Junk email filter bug?

We have a user with outlook 2003 with the junk email filter on low and no
rules. Every once in a while a legitimate email gets put into the junk email
folder. We have also put @domain.com in the safe senders list and some
messages still get put into the junk email folder. Is this a bug or is there
some setting I am missing? The safe senders list should override anything
right?

I too have this problem since upgrading my system from SBS2000 to
Svr2003/Exchange2003. The Junk Filter has been set to l ow (I use Symantec
Mail Security to globally control junk mail) but messages are still being
intermittently redirected as junk. It's driving me (and several of my users)
mad. How do I completely disable the damn thing?
