Japanese language computer won't load English

We are trying to change the settings on a Japanese XP interface so that it
displays in English.
We tried:
"Regional and Language Options" --> "Language" tab --> "Details" button in
"Text services and input language" --> set "Default Input Language" dropdown
to "English" --> restart
but this did not work.

Any ideas?

Hi,

Doing that allows you to input in the English character set. It does not and
will not change the basic OS language to English, that will remain in the
installed language. There is no way to change the base OS language outside
of performing a clean installation with the appropriate language version of
WindowsXP.

Doesn't *anyone* Google anymore?! You cannot. You will need to purchase the
full version of XP in your chosen flavour and language and perform a clean
installation. You would have known this had you bothered to Google - this
question is asked - and answered - at least three times a day.
