Japanese Input System (MS-IME2002)

I am able to access the Japanese Input System and the language Bar does appear and allows me to switch between English and Japanese. The problem is when I shut the computer down and come back at a later date and the language bar is gone. I then have to go back in the Regional Settings section and add the Japanese IME again.

Any reason why the language bar disappears? This is an intermittent trouble.
