It would be nice if I could do this with what shipped with
the product, as we are a nonprofit organization. Heard of
any free stuff?

There are quite a few free tools for Outlook, and you can write your own routines with VBA.

The free Personal Folders Backup tool that Microsoft provides already includes automation to prompt the user to back up the PST file at regular intervals.
