After wasting who knows how many hours, I found the problem. A tech at
my ISP suggested uninstalling McAfee to check that angle. I thought it
was likely a waste of time, like everything else I'd tried, especially
since I'd already tried disabling both the Virus Scan and the Firewall
features.

I was delighted to find that once I'd uninstalled McAfee (replacing it
with a free version of AVG, and turning on Window Firewall) things
worked great.

This isn't the first time that I've found that virus protection
software was the source of a problem!

Thanks to those who took the time to make suggestions.

McAfee did what?

Please - respond to the original thread - starting a new one and not doing
more than casually referring to the previous post makes it very difficult to
know what you are talking about.
